Abstract
Having established a multi-layered architecture for reality and the grammar of the physical cosmos, this paper addresses the nature of the conscious agent (R₁
) who operates within it. We present a formal, two-stage model for agency that resolves the long-standing tension between subjective purpose and objective dynamics. The first stage, the "Observer's Choice," is an act of Wisdom: the subjective, normative projection of a Domain Anchor (DA) onto the chaotic reality of an Ontologically Incoherent Information Space (OIIS), thereby creating a localized, workable SCOCIS. The second stage, the "Demon's Work," is an act of Intelligence: the objective, physical process of performing Computational Work (W
) to defend the coherence of that SCOCIS against the entropic decay mandated by the laws of Informational Thermodynamics (ITD). This "two-stroke engine" of Wisdom (Framing) → Intelligence (Executing)
provides a complete model for purposeful action. We conclude by locating the phenomenon of free will not in the deterministic execution within a chosen frame, but in the irreducible, non-algorithmic act of selecting the frame itself.

Current models of agency are often trapped in a false dichotomy. Materialistic views reduce agency to a complex illusion of deterministic physics, while dualistic views struggle to explain how a non-physical "mind" can causally interact with a physical world. Both are incoherent.
This paper proposes a new model that resolves this conflict by demonstrating that agency is not a single, monolithic property but a dual-mode process. We will synthesize the philosophical necessity of frame-dependence, as articulated by Abel et al., with the physical necessities of Informational Thermodynamics. This synthesis reveals a "two-stroke engine" of agency that cleanly separates the subjective act of choosing a purpose from the objective act of fulfilling it.
2. Stage One: The Observer's Choice (The Act of Wisdom)
The first and most fundamental act of any conscious agent is to make sense of the world. The world, in its raw, un-interpreted state, is a quintessential Ontologically Incoherent Information Space (OIIS)—a chaotic superposition of infinite data, conflicting signals, and undefined possibilities. - The Cognitive Faculty: Wisdom. This entire process—the perception of the OIIS, the selection of a DA, and the projection of a SCOCIS—is the formal definition of Wisdom. It is the meta-faculty of creating order. It does not solve the problem; it defines the problem in a way that makes it solvable.
3. Stage Two: The Demon's Work (The Act of Intelligence)
Once the Observer's Choice has been made and a SCOCIS has been established, the agent's role undergoes a fundamental shift. It is no longer the framer of a world; it is the defender of a world. The agent now takes on the role of The Demon.
- The Thermodynamic Analogy: The name is a direct reference to Maxwell's Demon, a hypothetical being who can decrease entropy within a local system by performing work to sort particles. Our agent, having created a low-entropy SCOCIS, is now in a constant battle against the Second Law of Informational Thermodynamics, which dictates that any ordered system will naturally decay into chaos without a continuous input of energy.
- The Action: Performing Computational Work (

Unlike the Observer, who faces the infinite OIIS, the Demon operates within a bounded, well-defined SCOCIS. The rules are known, the goals are clear, and the pathways are, in principle, computable.
- The Cognitive Faculty: Intelligence. This entire process—the navigation of pathways, the optimization of resources, and the execution of tasks within the SCOCIS—is the formal definition of Intelligence. It is the faculty of solving problems within a pre-defined order. It is the engine of deduction and optimization.
4. The Synthesis: The Two-Stroke Engine of Agency
Agency is the perpetual, cyclical operation of this two-stroke engine. It is a continuous dance between Wisdom and Intelligence, between framing and executing.

This hierarchy is crucial. Wisdom creates the order that Intelligence requires to operate. Wisdom without Intelligence is mere sentiment, a brilliant plan with no engine to execute it. A complete, functional agent requires both.
A Concrete Example: The Legislator
- The Observer's Choice (Wisdom): A wise legislator confronts a complex societal problem like poverty (an OIIS of conflicting economic theories, social factors, and political pressures). They perform an act of Wisdom by projecting a high-density DA, such as the constitutional principle of "promoting the general Welfare," onto the problem.
- SCOCIS Creation: This act creates a bounded SCOCIS. The problem is no longer an abstract philosophical debate, but a concrete task: "Draft legislation that is consistent with the Constitution and is demonstrably likely to improve the general welfare."
- The Demon's Work (Intelligence): The legislator and their team now act with Intelligence. They perform the Computational Work of legal research, economic modeling, and political negotiation to navigate the SCOCIS and produce a coherent, effective piece of legislation.
5. A Model for Free Will as Frame Selection
This dual-mode model of agency provides a powerful and coherent solution to the ancient philosophical paradox of free will versus determinism.
- Determinism within the Frame: We can concede that for a given, fixed SCOCIS, an agent's actions may be largely deterministic. An intelligent agent, given a clear goal and a set of rules, will likely follow the optimal, most logical path. This is the domain of Intelligence, and it is here that the laws of causality and computation reign.
- Freedom in Choosing the Frame: We locate Free Will in the preceding, more fundamental step: the Observer's Choice. The freedom of the

agent lies in its irreducible, non-algorithmic capacity to select its own Domain Anchors. This choice is not a computation; it is a normative, creative, and volitional act of self-determination. It is the choice of what to value, what to pursue, and what kind of world to create for oneself.
Free will is not the freedom to choose your next move in a game someone else defined. It is the freedom to choose the game you are going to play.
6. Conclusion
By axiomatizing agency into the dual processes of the Observer's Choice (Wisdom) and the Demon's Work (Intelligence), we have created a model that is both philosophically robust and physically grounded. It successfully integrates the subjective, normative act of purpose-setting with the objective, thermodynamic realities of maintaining order.
